De HISGIS is gebaseerd op twee historische databanken die sinds 1990 ontwikkeld werden. Eén databank bevat de gedigitaliseerde statistische data over bevolking, landbouw en industrie voor de periode 1800 – 1961. De andere databank bestaat uit honderden gedigitaliseerde historische kaarten die de grenswijzigingen in de administratieve indeling van België tussen 1800 en 2000 weergeven. Deze kaarten (in vectorformaat, gegeorefereerd naar de Belgische Lambert 72 kaartprojectie) werden per provincie opgeslagen.
